The presidium of the North Rhine-Westphalian state parliament in Düsseldorf is planning an extension to the existing state parliament building designed by Eller Moser Walter Architekten in 1988. The Schulz und Schulz team from Leipzig won the realization competition and is responsible for the object planning. The extension mainly contains office and meeting areas as well as three large conference rooms.
The design characteristic in the shadow of the Rhine Tower is based on four solitary, cylindrical components - NA, NB, NC, ND - which are linked to each other on level 3 and to the existing building by connecting bridges. Furthermore, the cylinders are elevated up to level 2 in order not to cut off the fresh and cold air corridor for the adjacent neighbourhoods coming from the Rhine. The NB / NC components have 4 basements - this is where the underground parking and ancillary room areas are located. The maximum building height is given by the components NB and ND with four floors above ground. Thus, the project is not subject to the high-rise guidelines. Completion of the extension buildings is planned by the end of 2027.
To achieve the sustainability strategy, a holistic, innovative energy and climate concept is to be implemented for the new extension buildings. The aim is to achieve climate-neutral operation of the state parliament, which will be confirmed by means of an efficient energy and climate concept based on geothermal energy and district heating, also with the help of roof-mounted PV modules and BI-PV. The extent to which the existing building stock can also be supplied by the energy concept from the new extension building is to be examined.
The requirements defined by the city of Düsseldorf in the form of the so-called "blue-green infrastructure specifications" are solved by open water areas and intensive greening on the roofs and the immediate surroundings.
The project comprises an underground / above-ground GFA(R) of 12,750 m² / 14,650 m², with a cost framework for the structure and building services of just under €70 million net. The project is to be certified according to DGNB Gold standard.
